Tioga County Partnership Staff & Bios Sue is responsible for the overall operations of the Partnership. Born and raised in Tioga County, Sue received a Bachelor of Arts in Political Science from Penn State, and a Master of Education from Mansfield University. Prior to coming the Partnership, she had been employed by the Laurel Health System providing oversight to programs for persons with developmental disabilities, an occupational health and wellness program, an information and referral helpline, a youth recreation program, and two community fitness centers. Sue is a graduate of the Tioga County Community Leadership Program Class of 2003 and served as co-facilitator of the Program from 2007-2009. Sue graduated from the Pennsylvania Rural Leadership Program (RULE) in 2007. She is a certified grant writer and reviewer, and is active in her community through the Penn State Master Gardener Program, Special Olympics, Partners In Progress, St. Peter’s Catholic Church and the Wellsboro Garden Club.
